Getting all of Patches items unlocked

I'm trying to figure out why Patches wouldn't sell me his New Moon grass, Dark Moon grass, Stone of Ephemeral Eyes, and his White arrows.

Patches finally would sell those items to me after killing the Blue dragon and achieving PWWT in the Boletarian Palace. I've had PWWT in both Stonefang and Shrine of Storms prior to turning them to PBWT for farming.
The Cat's ring, which unlocked after beating 4-3, was the only item of his to unlock correctly.

The bosses I have beaten, and I'm sure I remember all these in the right order, are;
Tutorial Vanguard, Phalanx, Armored Spider, Vanguard, Flamelurker, Adjuicator, Dragon God, Tower Knight, Old Hero, Storm King, and the Blue Dragon.

If you might have a clue why Patches didn't unlock those items until that point, it would be appreciated.
I'm not sure if this was a minor error in my current game or what, lol.

Unlockable items

I've tried a few approaches now, and as far as I can tell they are only dependent on the numbers of Archdemons slain, not what order you do them in (cat's ring unlocked without touching storm king etc).

Also his white arrows unlocked after 3 archdemons without finding any of the white bows, but I had traded soul remains and aguite of guidance to sparkly for 20 white arrows, so that may be the trigger (holding white arrows). Did this on the first playthrough as well, to be sure my character never held a white bow.

Another new character; this time I didn't touch a white bow or arrows, but he still had them for sale after I defeated 3 archdemons.
Could this just be the case for your first character ever, on a new profile? Nope, it unlocked when I tried this as well.

If you obtain Pure Black World Tendency in 4-2 before encountering Patches, he will not reappear for that playthrough.
I have not had this happen to me at pure black, everything is as normal in my game. Rescued Urbain, but did not kill Old Hero yet. Have not met Patches in 2-2 either.

Just reading about the Patches dying problem, this is supposed to happen after 9 or 10 playtrhoughs, I've just had Patches die due to the bearbug on his quest in this world, and I'm only on playthrough 4 (NG+++). Hope this helps someone so they dont make the same mistake I've just made, it's a slight inconvenience
