Doesn't work.

I went through the level and freed Yuria, did not see the cutscene.

I came back, saw the cutscene, died and came back to see no fat minister

When you walk towards them you will see a cutscene of a fat minister running into some fog.

Tried it, it works.

It does work, however it didn't work right away, heres what happened…

I did exactly what the steps said and at first it didnt work, I didn't save Yuria, I died when it told me too and I came back and there was no Fat Minister.

HOWEVER, instead of going to fight the boss I returned to the Nexus and came back. Then I summoned a Blue Phantom and worked my way back up the level, this time the Fat Minister was there.

I think the reason it worked the second time is because of the Blue Phantom, I think someone should try it out with and without the phantom to see if that is what causes it.

It works!!
Ill go into exact detail on how I did it so we can figure out the exact mechanics of this glitch;
1) i was in body form summoning 2 phantoms
2) after going through all the corridors I approached a snipers perch. That faces the trail to the boss
3) I killed some soldiers and let the others come close to run against the wall right below me
4) Once I hit one of the red eye knight the cut scene appears
5) Immediately after the cut scene I jumped down and let myself get raped by the soldiers underneath me (I die)
6) don’t open the gate
7) I went back to the nexus
8) I used an ephemeral eye and went back into 1-3
9) now summon 2 more phantoms and follow the above directions from #6 and happy soul sucking 

oh and yuria isn't a factor since she is saved in mine
