You can either rate the character builds "+" or "-". I think it would be a better idea too remove the -. Do it like the message on ground system in demons souls. Rate it, well, if its good, or not at all.
To get alot of minus (-) would be rather disencouragin (excuse my spelling mistakes, writing on the phone) for a new player.
Too get feedback to help improove his class would be better than the minus who are more like "your class suck". Its also way too easy to just spam down classes by giving out those -'s
If someone use the minus system to remove bad builds, is it a solution for that too. Everyone can clarly see if its a beginner doing his best posting a class, or a troll. It should be easy to sort out the guys who are kidding. Go for names like: the omega build of infinite power and destuction. And have stats like vit: 15 end:99 dex:78…. Ahh, ill stop. You get the point. At least consider the idea xD
