Summary:

If you're having that many problems, just go and pick up the stormruler weapon in that section and then go to the broken down shack and hide there. Then just equip the stormruler weapon and start swinging. It blew my mind the first time I found out what it could do. Not saying that you shouldn't ask for help, but it's a fairly easy fight if you don't feel like dodging all the time.
you still need to dodge a lot while using the stornruler, even more so since arrows attack faster.
bows and arrows are the way to go you will win sooooo much faster
I had to maybe use my shield a few times, but if you're inside the shed, about 95% of the attacks should miss you. No dodging involved. Besides, the stormruler doesn't really start attacking until after you have gotten a few of the manta rays out of the way.
Uhh…why would anyone in a sensible frame of mind suggest using anything OTHER than the Stormruler? Learn to stand in the ruined hut-like building and hide behind the walls to evade his attacks as he passes, counterattacking with a few hits from the Stormruler special attack.
I challenge anyone to kill it faster with a bow with all other equipment and stats the same.

the stormruler gets really weak after NG++++ and it takes more than one hit to take down a manta ray. With a sticky+enchanted+hyper mode bow you take them out in one hits
You can aim in most of them also
At NG++++, they also do more damage and could probably take you out of hypermode as soon as you get into it. Also, they probably patched all that sticky enchanted bow stuff. Storm Ruler is the best option for builds not using bows, no matter what.

Actually if you have decent dex stat you can kill storm king much faster with a bow because you can get much more shots off in each pass he makes. I started doing it because I was getting bored of only geting 2-3 hits per pass with stormruler, with a bow and some good arrows I could easily get 7-8 shots in per pass which resulted in much more overall damage taken.
Both the stormruler and a sticky bow with decent arrows r good, depends which u use and like(I stick with stormruler for a longer battle, plus it looks soooo kool when rending the air).

Not sure how effective it is on the actual boss, but Fire Spray boosted with Ring of Magical Sharpness, Monk's Headgear, and Kris Blade is quite effective at taking down the small mantas, and it lets you keep moving so it's harder for them to hit you.
Yeah, that's a very good tip for farming them for souls and Cloudstone.
Go to the 4-3 Archstone, with your Ring of Avarice on (and Silver Bracelets if you can). As soon as you appear slap on Warding and then use that full setup of gear described by olstyn above to wipe out the Storm Mantas.
